$$X_{solute} = 0.2$$
$$m = \dfrac{X_{solute}}{X_{solvent}} \times \dfrac{1000}{18} = \dfrac{0.2}{0.8} \times \dfrac{1000}{18} = \dfrac{250}{18} = 13.88 mol/kg$$
