Sodium hydroxide $$\left( NaOH \right)$$ is the base and hydrogen carbonate $$\left( {H}_{2}C{O}_{3} \right)$$ is the acid which forms sodium hydrogen carbonate $$\left( NaHC{O}_{3} \right)$$.
$$NaOH + {H}_{2}C{O}_{3} \longrightarrow NaHC{O}_{3} + {H}_{2}O$$
Sodium hydrogen carbonate is a weak base and its pH is $$8.3$$.
