Democrat Grover Cleveland was the 22nd and the 24th US President and is the the only US president to serve non-consecutive terms. During both of his presidential terms he opposed the high tariffs which were temporarily introduced during the civil war to benefit the American Industry. He proposed the bill to reduce the Tariff from 47% to 40%, however the Bill died in the conference committee.
