Power of a lens =1f

Where f is the focal length of the lens.

So, by lens maker formula

1f=(μ2μ11)(1R11R2)

As lens is dipped in water, μ of the medium is increased from 1 to 43 (i.e. refractive index of water), so, μ2μ1 term decreases, so, (μ2μ11) term decrease which leads to decrease of 1f. so, power (=1f) decreases.
