On earth surface a magnetic compass point toward North so direction of Magnetic Field is from South to North . Direction of motion of positive charge particle is downward so direction of effective current produced is also downwards.
So in the diagram, taking middle finger to point in current direction(vertically down) and index finger toward magnetic field(South to North) the Thumb will give the direction of deflection which is East.
