minimum energy required (E) = -(Potential energy of object at surface of earth)
$$ - \left(-\dfrac{GMm}{R} \right) = \dfrac{GMm}{R}$$
Now $$M_{earth} = 64 \, M_{moon}$$
$$\rho . \dfrac{4}{3} \pi R_e^3 = 64. \dfrac{4}{3} \pi R_m^3 \Rightarrow R_r = 4 R_m$$
Now $$\dfrac{E_{moon}}{E_{earth}} = \dfrac{M_{moon}}{M_{earth}} . \dfrac{R_{earth}}{R_{moon}} = \dfrac{1}{64} \times \dfrac{4}{1}$$
$$E_{moon} = \dfrac{E}{16}$$
