As the current is passed through sea water the sea water acts as a very good conductor for electricity so the current flows freely through the conducting wire which is winded around the magnetic compass. As the result of electric current flow through the electric conductor coil the magnetic field a is induced around the coil. This results the deflection in the magnetic compass.
