Akbar divided his empire into 15 subahs. Subahs is Arabic word for province. Each subah was headed by an officer called subhedar. Subahs were further divided into sarkars or districts which were divided into parganas or mahals. A group of village made one paragana. When the empire started dissolving in the 18th century, subahs started becoming independent units.
