Let Anil's income be $$\mathrm{Rs.} \space x$$
Then, Aman's income $$=x-\dfrac{20 x}{100}=\dfrac{100 x-20 x}{100}=\dfrac{80 x}{100}=\dfrac{8 x}{10}$$
Difference in the incomes of Anil and Aman $$=x-\dfrac{8 x}{10}=\dfrac{10 x-8 x}{10}=\dfrac{2 x}{10}$$
$$\therefore$$ Percentage of the difference in the incomes of Anil and Aman to that of Aman's income $$=\dfrac{(2 x / 10)}{(8 x / 100)} \times 100$$
$$=\dfrac{100}{4}$$
$$=25 \%$$
