Rusting is not a combustion process.
Combustion is a rapid chemical reaction of inflammable substances with oxygen involving the production of heat and light.
While rusting is a slow process that isn't accompanied by a massive release of heat or light. Hence rusting cannot be called combustion. Also, the presence of moisture is an essential condition for rusting, whereas there is no such condition required for combustion.
