In Carbon tetrachloride CCl4 Carbon electronegativity is 2.5 and that of chlorine is 3. Thus all the four chlorine atoms try to attract the shared pair of electrons towards themselves. This is expected to leave a partial positive charge on carbon and negative charges on the chlorine.

The molecular geometry of CCl4 is tetrahedral with symmetric charge distribution around the central atom.
Therefore,CCl4 is nonpolar.
