The fact that a mixture does not have a fixed proportion only differentiates it from compounds. If the proportion becomes fixed and the elements get bonded then it will become a compound. e.g. Sugar dissolved in water is a mixture and its proportion is not fixed i.e. Someone may make a more concentrated solution and someone a less concentrated one.
