Clean Development Mechanism allows Annex 1 countries to earn saleable Certified Emission Reduction (CER) units by investing in projects, programmes, policies in non Annex 1 countries which result in significant emission reduction.

On the contrary, under the Joint Implementation (JI) mechanism, Annex 1 countries can invest in other Annex 1 countries and earn Emission Reduction Units (ERUs) which would be counted in the calculations for target completion under Kyoto Protocol.
