It is given that C.S.A. of the cylinder $=4400$ sq. cm.

We know that C.S.A of a right circular Cylinder $=2\pi \times r\times h$
$\Rightarrow 2\pi rh=4400$
$\Rightarrow \left(110\right)h=4400$
$\Rightarrow h=\frac{4400}{110}$
$=40$ cm
Height $=40$ cm
Circumference of the base of the cylinder is $110$ cm

$\Rightarrow 2\pi r=110$

$\Rightarrow 2\times \frac{22}{7}\times r=110$

$\Rightarrow r=\frac{35}{2}$

$\Rightarrow r=17.5$ cm

Diameter $2r=2\left(\frac{35}{2}\right)=35$ cm
