We have,
$$C.S.A=\pi rl=308$$ and $$l=14$$
$$\Rightarrow \dfrac{22}{7}\times r\times 14=308$$
$$\Rightarrow r=7$$cm
Total surface area$$=\pi rl+\pi r^2=308+\dfrac{22}{7}\times 7^2=462cm^2$$.
