The correct option is C (C)
Because of the presence of the phrase "have overflown" we know that the sentence is in the present perfect tense which follows format of have/has + the past participle form of verb. Part C of the sentence contains the error as it does not follow the tense already established in the sentence. The correct structure would be 'have overflown their banks and have plunged".
Hence option C is the correct answer and options A, B and D are incorrect because the rest of the sentence is grammatically correct. Option E is incorrect because there is an error in the entire sentence.
