Number of students appeared=460

Number of students got first division=23% of 460=23100×460=2.3×46=105.8

Number of students got second division=62% of 460=62100×460=6.2×46=285.2

Given no student failed.
Number of students who just passed=Number of students appeared(Number of students got first division+Number of students got second division)
=460(105.8+285.2)
=460391
=69

Hence, number of students who just passed=69
