Number of students got first division$=23\%$ of $460=\frac{23}{100}\times 460=2.3\times 46=105.8$

Number of students got second division$=62\%$ of $460=\frac{62}{100}\times 460=6.2\times 46=285.2$

Given no student failed.

$\therefore$Number of students who just passed$=$Number of students appeared$-$(Number of students got first division+Number of students got second division)

$=460-(105.8+285.2)$

$=460-391‬$

$=69$

Hence,number of students who just passed$=69$
