No, the permeability of a ferromagnetic material depends upon the applied magnetic. Field. Its value is large for the small values of the applied field. The graph between $$ B $$ and $$ H $$ is of the shapes as shown:-
It follows that value $$ B$$ is quite large for comparatively small values of $$ H$$.
