As we know that noble gases have filled shells and they are very inert. Since these noble gases have extremely low reactivity, they need the strongest oxidising agents to form compounds. Also, not all noble gases form compounds. Only the heavier ones like Xe forms compounds. Since oxygen and flourine are highly electronegative compounds, they can ionise noble gases also. Therefore, noble gas compounds are formed only with O2 and F2.
