pH is a measure of how acidic/basic water is. The range goes from 0-14 with 7 being neutral. pH less than 7 is acidic in nature whereas pH greater than 7 indicates a base. At 25 C the pH of pure water is close to 7. So water is neutral in nature. It is neither an acid nor a base but is the reference point for acids and bases.
