Suppose, force between the charges is same when charges are r distance apart in dielectric.
F=14πε0q2kr2.......(ii)
From (i) and (ii), kr2=r2 or r=kr
In the given situation, force between the charges would be
F=14πε0q2(r2+4r2)2=49q24πε0r2=4F9
