Electric field by a plane of charge density $σ$ is given by $\frac{σ}{2 ϵ _{0}}$ Thus,

In the region I and III net electric field is zero.
In the region II net electric field is
$\frac{σ}{2 ϵ _{0}} + \frac{σ}{2 ϵ _{0}} = \frac{σ}{ϵ _{0}}$ and is uniform.
