The following qualifications were necessary to become a member of a committee of the sabha in the Chola empire:
1. One should be the owner of the land from which land revenue is collected.
2. One should have his own home.
3. One should be aged between 35 years to 70 years of age.
4. One should have knowledge of the Vedas.
5. One should be honest and well-versed in administrative matters.
6. One should not have been a member of any committee in the last three years.
7. One should submit his accounts and also of his relatives, to contest the elections.
