When the bus is at rest, there is inertia of being at rest i.e. inertia to avoid motion.
Therefore when the bus starts suddenly, this inertia tries to keep the person in the same position as it was earlier i.e. at rest.
In this case foot of the person moves forward while the upper part of the body(like head) remains constant and person falls backward.
