Clause (1) of Article 164 must be read together with Clause (2) of the same article. Clause 2 says that the Council of Ministers is collectively responsible to the state legislature, Clause 2 means that the CM of a state holds office during the pleasure of the Governor. So a governer can ask to prove a majority in legislative assembly but cannot ask for a resignation from the CM or sack CM.
