As the governments grew in size they needed departments in order to divide functions or task for smooth governance. Diwan, was a Persian word assigned to chief finance administrator of Mughal Kingdom .His task was to look after revenue collection (taxes, fines etc) and its proper distribution for expenditure for salaries, welfare programmes, infrastructure, wars etc. Diwan was considered to be one of the most important authority in Mughal court.
