The Mughal empire was divided into Subas. The Suba was further divided into a number of "Sarkars". Each of Sarkar further divided into Parganas. Shiqdar was the in-charge of a pargana. He was responsible for maintaining law and order at pargana level. He was also entitled to punish criminals.
