However, the National Testing Agency (NTA) is giving a specific reason for not making the students of Union Territory of Jammu and Kashmir, and Ladakh eligible for the application in the 15% of all India quota seats in NEET. The reason is that Jammu and Kashmir had opted out of All India Scheme from the time of its inception.

The National Testing Agency (NTA) says that if an applicant from the state claims eligibility, then the candidate will have to submit a Self- Declaration online. The self-declaration then will be generated and printed automatically along with the confirmation page for the purpose of record. The applicant will also have to provide the same during the counseling or admission process.

However, the format of self-declaration for the candidates of the union territory of Jammu and Kashmir and Ladakh is provided in the official notification of the National Eligibility-Cum Entrance Test (NEET) 2020.
